ONUR GROUP has more than forty companies engaged in nine industries and more than 150 active projects around the world in their assets.
The international group of companies was founded by Onur Çetinceviz and his brother Ihsan Çetinceviz in 1981.
The Group’s main activity is constructing and engineering roads, bridges, tunnels, dams, airports, railways, tramways and other infrastructure projects.
Internationally, ONUR GROUP has built more than 8,000 km of roads and ranks 82nd out of the 250 most significant international contractors according to the leading global publication ENR 2022.
ONUR GROUP and Japan
ONUR GROUP has established significant business relations with Japanese authorities, private sector organizations in Japan and the largest international Japanese corporations.
ONUR GROUP’s business dealings with Japan go back to the early 2000’s. The Group’s first interactions with Japan were founded on its investment strategy and purchases of high-quality, high-technology construction machinery and equipment.
This strategy inevitably coupled ONUR GROUP with Japanese construction machinery brands and Japanese manufacturers such as Hitachi, Komatsu and Sumitomo.
These strong relations with Japan have accelerated with the common aims of ONUR GROUP and Japanese organizations to actively engage in the recovery and reconstruction of Ukraine. Since 2022, ONUR GROUP has initiated, organized and supported meetings between organizations in Türkiye, Ukraine and Japan.
ONUR GROUP interacts with Japanese financial authorities and advances partnerships focused on the development of business opportunities in Türkiye and Asia. These include the Group’s participation in tenders in Turkmenistan and Uzbekistan while developing business opportunities in markets such as Poland and Romania.

• ONUR GROUP’s construction machinery and equipment businesses have led to positive relations with Japanese manufacturers and their agents in Türkiye.
• Infrastructure and transportation projects have led to closer relations with IHI Corporation and others. Energy projects have been undertaken in partnership with Toyota Tsusho Corporation.
• Industrial and food production projects have involved Marubeni Corporation and Itochu Corporation.
• ONUR GROUP’s engineering and consultancy business has been strengthened by its Japanese partnerships with Nippon Koei, PADECO and Oriental Consultants Global Co., Ltd.
• Japanese companies such as Daiwatech have contributed to ONUR GROUP’s housing and accommodation businesses.
Discourse and dialogue
ONUR GROUP makes sure it is in constant communication with key organizations.
• The Japan International Cooperation Agency – JICA’s senior director for Europe and the Middle East visited ONUR GROUP in December 2023 to discuss topics including Ukraine, Europe, Middle East business opportunities and financing.
• In February earlier this year ONUR GROUP representatives visited JICA’s headquarters in Tokyo to discuss investment projects and future plans regarding engagements with Japanese financial organizations.
• In May 2024, NEXI Europe’s vice president Mr. Nami Ito visited ONUR GROUP’s offices in İstanbul and held very valuable discussions on Ukraine, Türkiye, Japan and key finance and insurance topics.
ONUR GROUP’s active and ongoing relations with Japanese organizations and companies have led to partnerships and signed agreements:
- Non-disclosure agreement (NDA) between ONUR GROUP and Toyota Tsusho Corporation for future energy projects in Ukraine.
- Memorandum of Understanding (MoU) signed by ONUR GROUP and IHI Corporation relating to development and infrastructure projects.
- NDA between ONUR GROUP and PADECO for future projects and feasibility studies in Ukraine.
- Ukraine meeting regarding business developments and future project opportunities with Marubeni Corporation.
- NDA between Think Plus and Nippon Koei regarding development projects in Ukraine with Nippon Koei providing design, engineering, consultancy services.
- Future Ukraine projects in partnership with Oriental Consultants Global Co., Ltd.
- Future projects in Ukraine in partnership with Itochu Corporation.
- Signed NDA between OPALON and Daiwatech for housing, prefabricated buildings and industrial energy facility projects in Ukraine and Africa.
• In December 2023, ONUR GROUP held meetings with representatives from the Japanese Embassy in Türkiye and JICA’s regional director to evaluate the current Türkiye – Japan business relationship and discuss future opportunities.
• In February 2024, ONUR GROUP participated in the Japan – Ukraine Conference for the Promotion of Economic Growth and Reconstruction in Tokyo, Japan. At the conference, ONUR GROUP had several meetings to discuss Ukraine with Japanese government authorities and Japanese companies.
• ONUR GROUP Chairman Mr. Onur Cetinceviz and company representatives visited Japanese Ambassador to Türkiye, Katsumata Takahiko and discussed ONUR GROUP’s role and contributions to the Türkiye – Japan relationship.
• In 2024, the Ambassador of Japan to Poland, Akio Miyajima visited ONUR GROUP and held discussions relating to Türkiye-Poland-Ukraine ties with Japan.
• In Istanbul on October 1st 2024, ONUR GROUP will be actively involved in a key conference held by Japan’s Ministry of Transport, Türkiye’s Ministry of Trade and the Turkish Contractor’s Association (TMB).
ONUR GROUP considers Japan to be an important ally, especially when seeking international partners to assist in Ukraine’s reconstruction.
Japan’s remarkable successes during its post-World War II reconstruction efforts and the country’s experiences in recovery and reconstruction after numerous natural disasters, will undoubtedly benefit Ukraine.
ONUR GROUP representatives will continue to travel to Japan and hold meetings with significant Japanese companies and enhance relationships with Japanese companies and government agencies.
The Group has even appointed a resident advisor in Japan, who has professional experience with JICA, Japanese consulting practices and contractor and production processes.
